The F-15 aircraft modification process involves multiple organizations and locations, making it difficult to track, manage, and have confidence that the information presented is relevant.
The Entire Air Force utilizes a common 1067 form to track and approve modification requests as they involve multiple organizations located around the globe. Today a 1067 is filled out by a user and sent through multiple levels of command for validation before it is routed to the correct program office, such as the F15.
The F15 office then validates and evaluates the modification before sending it back to the lead command for approval. Once submitted the original requestor loses visibility to the request, once each approval level validates the request they also lose visibility into the request. Completed modification requests are only stored at the program office and related documents to pricing and timeline are typically not kept with the completed form, as the completed forms sit waiting for funding they become less relevant and may need to be re-evaluated.

About the Air Force F15 program
The F15 Program Office is responsible for the development, production, fielding, sustainment of the F15 Fighters. Part of the program files office responsibility is to track and implement modifications to the F15. Modification are alterations that, at a minimum, change the form, fit, function, or interface. Modifications may be installed as permanent or temporary alterations needed on new or fielded fighters.
These modifications will come into the program office from field organizations that need to know if the modification is possible, how long it would take to implement, and the cost of the modifications. Once the program office evaluates the modification the command organization will need to decide if the modification is still needed.
