Transforming Foreign Military Sales Case Tracking

Manual, inconsistent processes were slowing down mission execution
Air Force Security Assistance Center (AFSAC) needed case management for the Foreign Military Sales (FMS) process and a better way to manage their deployment and actions with other governments.
The Letter for Request to Letter of Offer and Acceptance process contains multiple processes and coordination that can take weeks or months to complete, generating an average of 250 documents per request.
With over 2,700 requests and 50 new cases per month requests storing and tracking them had become burdensome. AFSAC had moved from paper folders to storing and managing requests in SharePoint. But difficulty keeping individuals and divisions trained on standard processes and storage conventions meant the process was unreliable and files were hard to find and track.
The situation was making it very challenging for the organization to meet its commitment to partners. To improve service levels Command needed a solution that provided: Improved visibility into the status of each request; The location of all documents; Together with the current workload of work groups or individuals.
The result of Vana’s integration
Working with AFSAC, Vana developed an Electronic Case Portal (ECP) to standardize, modernize and automate all processes and actions required in the development and progression of the Letter of Offer and Acceptance (LOA).
Key elements of the portal include:
- The ability to store and search all documentation tied to an individual task.
- Real-time tracking of tasks and approvals and automated gate reviews.
- Detailed metrics and reporting to support continual process improvements.
- Tracking and reporting on the current and upcoming workload of individuals, teams, and divisions to enable resource optimization throughout the organization.
Based on the content complexity of the request, the ECP system generates a milestone schedule and tracks each request’s various milestones and progress, enabling AFSAC to make the necessary adjustments to better meet the commitment dates communicated to customers. Command now has a single, reliable source of truth in support of their mission.
